Pearl of Wisdom # 57 Time Spent on a Project
They best way to understand any project undertaken by a local government unit (i.e. city, village, county, township, school board, borough, parish, district etc.) is to remember that the first 90% of the project will take approximately 10% of the time; it will be the last 10% of the project that will take up 90% of the time.
